Two important parts of this are the Poison Centre Notification (PCN) and the Unique Formula Identifier (UFI). It is important to know what these rules are so that your products remain compliant and safe if something happens.
What is a PCN?
The Poison Centre Notification (PCN) is a mandatory notification with detailed info on hazardous mixtures to the European Chemicals Agency (ECHA). The PCN includes:
- Product name and trade names
- Hazard classification
- Composition of the mixture
- Packaging details
- Toxicological information
This data allows poisoning centers in the EU to respond quickly and effectively to emergency medical calls related to chemical exposure.
What is a UFI?
The Unique Formula Identifier(UFI) is a 16-digit alphanumeric code that uniquely identifies a chemical mixture. This code must appear on both the product label and the PCN submission. It allows poison control centers to link a product to its exact composition, allowing them to provide quick and accurate medical advice.

CLP labeling requirements
According to the CLP regulation, labels for hazardous mixtures must contain the following:
- Product name or identification code
- Hazard symbols
- Signal words (e.g., “Danger” or “Warning”)
- Hazard statements
- Precautions
- Supplier contact details
- UFI code

These requirements apply to:

- Importers of products in the EU
- Downstream users rebranding or reformulating mixtures
Mixtures for consumer and professional use have been subject to UFI and PCN rules since 2021, and mixtures for industrial use must comply from 2024. All products on the market today must comply by Jan. 1, 2025.
